What is the Project?

Among the greatest challenges of post-disaster and post-conflict recovery is the fast adequate housing (re)construction with the population involvement. Often, the residents of the affected areas are willing to participate and follow the reconstruction process, but the lack of necessary guidance and attention makes it difficult to carry out this task.

The Project "SHS - SIMPLE HOUSING SOLUTION: RECONSTRUCTION AFTER DISASTERS AND CONFLICTS" is an academic initiative and it was organized in the form of a course aiming at presenting knowledge in order to facilitate the (re) construction process in situations of disasters and conflicts. The SHS Project was conceived with the philosophy of gathering basic knowledge that can be useful in the (re) construction of housing units and basic collective equipment (schools, health centers), in a collaborative construction effort (community construction), using low-cost technologies.

The modality of construction of the joint using the collaborative construction effort system was chosen to give greater autonomy to the populations affected. For those who do not believe in the collaborative construction effort system, the data points the contrary. Of the homeless population surveyed in the 2011 mega disaster of the Mountain Region of Rio de Janeiro (Di Gregorio, 2013), the rate of adherence to the proposal was 90%, even with the promise of housing construction by the” Minha Casa Minha Vida” Program offered by the Government of the State of Rio de Janeiro. Another research carried out by Alerte (2017) indicated a 100% acceptance rate of the collaborative construction effort system by the community affected by disasters in Haiti. The idea is to help communities that are victims of disasters and conflicts to better organize themselves by their own recovery, with the guidance and supervision of qualified technical assistants (engineers and / or architects to be hired by the community itself, by the government or NGOs, for these purposes, without any linkage or interference of the project creators).

The more direct users of Project SHS are, therefore, the technical assistants, who have the option to use the contents of the project free of charge in support of their work with the affected communities. The material available can also be used in research and academic studies by students, teachers and technicians interested in the topics addressed, aiming at its improvement, and mentioning the source.

The SHS Project didactic material consists of slides, video-lessons, memorandum worksheets and drawings related to the construction of popular low-cost houses, organization of collaborative construction efforts and administration of the construction. It should be noted, however, that the didactic material of the SHS Project was not developed to be applied automatically in any specific real situation, so that its users must evaluate its applicability case-by-case and they will be responsible for its use, regardless of the circumstances.

As the content of the project is not conclusive but rather prepositive and it is in permanent evolution, the project team of the SHS Project asks the possible users of the project to report in the menu Tell your Experience the experiences about its use, so that it is possible to improve of the material.

History

The motivation for the SHS Project - Simple Housing Solution starts in 2004, because of the tsunami disaster that devastated South Asia occurred, killing more than 285,000 people. On this occasion, the need for a structured system that facilitated the basic organization of the chaos installed and at least the reconstruction of popular residences, with minimal resources, in disasters situations was perceived.Unfortunately, this scenario was repeated in several other situations, especially in 2010, the Haitian disaster that, according to the Prime Minister of this country, Jean-Max Bellerive, had more than 316 thousand dead. To aggravate the picture, the long-term impacts and adverse effects on the population are proportional to their vulnerability, ie the poorest are hit more acutely and more protracted. In Brazil, the recent disasters in the Itajaí Valley in the state of Santa Catarina, in 2008, with 135 deaths and, in the Mountain Region of the state of Rio de Janeiro, in 2011, with more than 900 deaths.

The SHS Project - Simple Housing Solution consists of a proposal of methodology for (re)construction of houses and other small buildings, in a collaborative construction effort system, seeking to optimize available resources and contribute to the organization of the chaos installed during the disaster, in post-conflict situations or in the case of relocation of populations from risk areas. The course "SIMPLE HOUSE SOLUTION (SHS): RECONSTRUCTION AFTER DISASTERS AND CONFLICTS" is a development of the "SIMPLE HOUSING SOLUTION" technological innovation project, developed over the years 2010 to 2012 (first phase of the project) by a team coordinated by the Professor Leandro Torres Di Gregorio. In this phase, architecture and engineering projects were developed for five residence models, six school modules and two modules of health centers, as well as manuals and spreadsheets for registration of those affected, administration of collaborative work efforts, administration of the construction work, manufacture of soil-cement bricks, including laboratory tests. The resources for this phase of the project came from FAPERJ, from the micro-enterprise Interpro Gestão de Projetos Ltda (extinguished in 2016) and from the professor himself.

In 2017, the project was resumed (second phase) to adapt and complement the phase 1 material, so that it could be more easily understood by its collaborator users, using resources such as slides, animations and videotapes. The form found for the accomplishment of these objectives was the creation of an extension action offered by the Escola Polit~écnica of the Universidade Federal do Rio de Janeiro. In this extension action was developed / improved the didactic material for application of the SHS Project, which was translated to three languages (English, French and Spanish) and is now available free of charge through the project website. The material developed so far was first presented during a face-to-face course offered to Haitians living in Rio de Janeiro and intending to return to Haiti to work on the reconstruction of the country.

SHS Project Differentials
  • It is designed to facilitate housing solutions in critical situations where resources are scarce, using labor on a collaborative construction effort system;
  • It proposes constructive technologies that are easy to handle and, together with a collaborative construction effort system, provide a considerable reduction of construction costs (estimated at 40% less);
  • It favors the integration of the affected people and provides greater autonomy to these populations in the solution of the housing issue itself;
  • It proposes basic modular designs of houses, schools and health centers, with a variety of architectural typology and constructive technologies, which can be adapted by qualified professionals (Engineers and Architects) for real situations;
  • It suggests the organization of the construction of houses on production lines, from work groups with well-defined tasks, based on Lean Construction concepts;
  • It proposes worksheets and forms to control the construction;
    • It suggests recommendations on how to make the materials that compose the masonry, when these are constituted by modular blocks / bricks;
  • It allows to work with simple spreadsheets, programmed in Excel, compatible with computers that have MS-OFFICE 2010 package installed.
    • The target audience of the SHS Project
  • Technicians from the National System of Civil Protection and Defense, as managers of the process of assistance to populations affected by disasters, encouraging and leading the initiative of housing provision;
  • Federal, state or municipal public officials as co-responsible actors in prevention, mitigation, response and recovery in situations of post-conflict or post-disasters;
  • Non-profit organizations, national or international, committed to the process of (re) construction in disaster situations and / or reallocation of low-income populations from risk areas;
  • Those affected themselves, in the form of a community organization supported by qualified technical assistants (Engineers and / or Architects);
  • The Armed Forces, on a national or international level, as humanitarian aid;
  • The UN - United Nations through its programs; Universities, research institutes, students and researchers, since they help with non-profitable intentions;
  • Technical assistance teams and social entrepreneurs, in situations related to socio-economic disasters, post-conflict situations or reallocation of populations from risk areas.
    • Limitations of the SHS Project

    The material available on the SHS Project website is academic and is not intended to be profitable. It provides guidance and recommendations on various subjects, without the objective of establishing rules that guarantee the performance of the systems approached.

    The SHS Project instructional material was not designed to be applied automatically in any specific real situation, so that its users should assess its applicability case-by-case and they will be responsible for its use, regardless of the circumstances. If you choose to use the material of the SHS Project, it should be previously analyzed critically, checked in detail, revised and possibly adapted by its users. Criticism or suggestions are welcome and should be forwarded through the project website.

    For all purposes and effects, any practical implementation that uses the SHS Project material in any way is total responsibility of the users, including in connection with the work and engineering and architectural projects. Therefore, it is not allowed to use the material of the SHS Project for practical implementation purposes directly by lay people, even if adaptations are made, requiring the support of qualified technical assistants (Engineers and / or Architects).

    The SHS Project material was not intended for all (re) construction situations after disasters and conflicts. Disaster reconstruction, for example, should be undertaken so that new housing is more resilient to natural hazards affecting a given region, or new homes are built in low-risk locations. Thus, the buildings proposed in the SHS Project do not necessarily contemplate technologies that are resistant to natural hazards, but they are designed to be built in low-risk locations. In any case, it was tried to delimit the criteria of its conception in didactic material. The identification of low-risk sites, however, should be carried out with the support of specialized technicians.

    The content of the SHS Project is not conclusive, but rather prepositive and in permanent evolution. Some of the project proposals are of an academic nature and require experimental proof through practical applications, so there is no guarantee of its efficiency / effectiveness as a whole.     Termos de uso e responsabilidade do usuário do Projeto SHS

    TERMO DE USO E RESPONSABILIDADE DO USUÁRIO DO PROJETO SHS

    Por meio deste instrumento, o usuário do Projeto Solução Habitacional Simples (Projeto SHS) declara que possui conhecimento e aceita os seguintes itens e as seguintes cláusulas e condições:

    1. O Projeto SHS é uma iniciativa de cunho acadêmico e foi organizado na forma de um curso que visa apresentar conhecimentos com potencial de facilitar o processo de (re)construção em situações de desastres e conflitos. A ideia é contribuir para que comunidades vítimas de desastres e conflitos possam se organizar melhor pela sua própria recuperação, contando com a orientação e supervisão de assistentes técnicos habilitados (engenheiros e/ou arquitetos a serem contratados pela própria comunidade, poder público ou ONGs, para estes fins, sem qualquer vinculação ou ingerência dos idealizadores do Projeto).

    2. O público-alvo do Projeto SHS é composto de:
    a. Técnicos do Sistema Nacional de Proteção e Defesa Civil, na qualidade de gestores do processo de assistência às populações afetadas por desastres, incentivando e liderando a iniciativa de provisão habitacional;
    b. Técnicos do poder público federal, estadual ou municipal, como atores corresponsáveis na prevenção, mitigação, resposta e recuperação em situações de desastres socionaturais ou pós-conflito;
    c. Organizações sem fins lucrativos, nacionais ou internacionais, comprometidas com o processo de (re) construção em situações de desastres e/ou realocação de populações de baixa renda de áreas de risco;
    d. Os próprios atingidos, na forma de uma organização comunitária com apoio de assistentes técnicos habilitados (Engenheiros e/ou Arquitetos);
    e. As Forças Armadas, em âmbito nacional ou internacional, a título de ajuda humanitária;
    f. A ONU – Organização das Nações Unidas, através de seus programas;
    g. Universidades, institutos de pesquisa, estudantes e pesquisadores, desde que de forma não lucrativa;
    h. Equipes de assistência técnica e empreendedores sociais, em situações relacionadas a desastres socionaturais, situações pós-conflito ou realocação de populações de áreas de risco.

    3. O público-alvo mais direto do Projeto SHS é, portanto, o assistente técnico, que possui a opção de utilizar gratuitamente o conteúdo do projeto em apoio a seu trabalho junto às comunidades afetadas. O material didático disponibilizado pelo Projeto SHS também pode ser empregado em pesquisas e estudos acadêmicos por parte de estudantes, professores e técnicos interessados nos temas abordados, visando seu aprimoramento, desde que citada a fonte.

    4. O material didático disponibilizado pelo Projeto SHS é de cunho acadêmico e não tem por objetivo a obtenção de lucro. Nele são fornecidas orientações e recomendações sobre diversos assuntos, sem o objetivo de estabelecer regras garantidoras do desempenho e resultados dos sistemas abordados.

    5. O material didático do Projeto SHS não foi desenvolvido para ser aplicado de forma automática em nenhuma situação real específica, de modo que o público-alvo deve avaliar sua aplicabilidade caso a caso e se responsabilizar por sua utilização, independentemente das circunstâncias. Caso se opte pela utilização do material didático do Projeto SHS, o mesmo deve previamente ser analisado criticamente, conferido detalhadamente, revisado e eventualmente adaptado pelos implementadores.

    6. O material didático do Projeto SHS foi idealizado com base em normas técnicas e boas práticas de engenharia e arquitetura existentes na época em que foi concebido, assim como em estudos teóricos e experimentais. No entanto, essas normas, práticas e estudos estão em permanente evolução e não são universais, de modo que os usuários devem buscar o conhecimento mais avançado em cada localidade, no momento da utilização do material.

    7. Para todos os fins e efeitos, qualquer implementação prática que utilize de alguma forma (qualquer forma) o material didático do Projeto SHS é de única e total responsabilidade dos implementadores, inclusive em relação à obra (construção) e aos projetos de engenharia e arquitetura. Dessa maneira, não é permitida a utilização do material didático do Projeto SHS para fins de implementação prática diretamente por pessoas leigas, ainda que realizadas adaptações, sendo imprescindível o apoio de assistentes técnicos habilitados (Engenheiros e/ou Arquitetos).

    8. O Projeto SHS ou seus idealizadores, em nenhuma hipótese, poderão ser responsáveis ou corresponsáveis pela utilização indevida das informações disponibilizadas no site, incluindo material didático, bem como sua implementação realizada em qualquer circunstância.

    9. O material didático do Projeto SHS não foi pensado para todas as situações de (re)construção após desastres e conflitos. A reconstrução após desastres, por exemplo, deve ser realizada de modo que as novas habitações sejam mais resistentes às ameaças naturais que incidem numa dada região e/ou que as novas residências sejam construídas em locais de baixo risco a essas ameaças. Entretanto, as edificações propostas no Projeto SHS não necessariamente contemplam tecnologias resistentes às ameaças naturais, mas foram pensadas para serem construídas em locais de baixo risco. Em todo caso, buscou-se delimitar os critérios de sua concepção no material didático. A identificação de locais de baixo risco deve ser realizada com o apoio de técnicos especializados e esse conteúdo não é abordado no Projeto SHS.

    10. O conteúdo do Projeto SHS não é conclusivo, mas sim propositivo e está em permanente evolução. As propostas do projeto são de natureza acadêmica e necessitam de comprovação experimental por meio de aplicações práticas, de modo que não há garantia de sua eficiência / eficácia como um todo. A equipe idealizadora do Projeto SHS solicita aos possíveis usuários do projeto que relatem no menu Conte sua Experiência as vivências sobre sua utilização, de modo que seja possível o aprimoramento contínuo do material.

    11. Os usuários do Projeto SHS se comprometem a zelar pelo bom uso do material didático do projeto e não estão autorizados a repassa-lo ou disponibiliza-lo para terceiros, por qualquer meio. Esse material didático deve ser obtido de forma direta pelos interessados, exclusivamente por meio do registro no site do projeto. As senhas de acesso dos usuários ao site do projeto são pessoais e intransferíveis, sendo proibida sua divulgação a terceiros.

    A transmissão ou disponibilização do conteúdo desse site de forma não autorizada ou com adulteração de conteúdo impingirá ao autor da infração as penalidades previstas em Lei, especialmente a Lei 9.610/98, sem excluir as demais penalidades cíveis ou criminais advindas da prática de tal ato.


    12. Os usuários do Projeto SHS são os únicos responsáveis pela veracidade e completude das informações declaradas nos formulários de cadastro ou comunicação do projeto. Não há obrigatoriedade de verificação dessas informações pela equipe do projeto.

    13. Muita técnica e zelo foram dedicados pela equipe do Projeto SHS na elaboração desse trabalho. Entretanto, pode haver necessidade de correções e ajustes no material didático do projeto, especialmente em questões que envolvam diferenças de terminologias, conceitos e expressões entre idiomas diferentes do Português do Brasil. Mesmo no Brasil, é possível que haja variações linguísticas regionais que podem afetar a compreensão do texto, cabendo aos usuários a avaliação e adaptação porventura necessárias.
